Jet Fuel Pipework Optimisation
Overview
Our Client supplies approximately a quarter of all Australia's petroleum products. Their Melbourne distribution terminal receives stores and distributes fuel products via existing pipelines.
There are currently three Jet Fuel storage tanks at the terminal. The purpose of this scope of works is to provide the tanks with additional system capability to accept product from various sources, and discharge product to various locations.
Vecta Group were engaged to engineer, manage and deliver this project.
Scope
The scope of work included the following:
P&ID review, and update (upon project completion)
Concept proposals and preliminary costings
Front end engineering and design
Piping, electrical and instrumentation drawings
Vendor data review for two new double block and bleed actuated valves
Construction scope preparation and subcontractor tender evaluation
Project management including progress to schedule, actual to budget costs and technical queries
Challenges
Congested area to install new pipework
Minimum shutdown window to effect installation
Safety consideration in managing pipework
Consideration of continuous operation whilst progressing the works
Temporary bypass system required for the duration of the works
Integration into existing systems, including pipework, electrical and instrumentation
Co-ordination of several independent stakeholders
Risk mitigation during site works
Solutions
Front end engineering focus ensured re-work was mitigated, installation was specification compliant and site works minimised.
Consultation with primary stakeholders, via HAZOP sessions to ensure ‘buy-in’, particularly for the end users.
Careful and considered sequencing of the various subcontractors to ensure safety, maximise timeliness and minimise cost.
Methodology sessions, focussing on safe work practice and risk mitigation, ensured the carefully selected subcontractors were focussed on mitigating risk through the phases of the site works.
Outcomes
Pipework and valve installation completed on time and on budget.
Regular report of progress, schedule and cost ensured client was kept up to date and could make informed decisions where necessary.
Operational downtime minimised.
