Design Review – Internal Floating Cover

Overview

As part of the ongoing maintenance program at a fuel distribution terminal, the inspection program had identified that the internal floating cover within one of the tanks required replacement. A vendor selection process was undertaken, with the preferred supplier submitting drawings for client approval of a new, replacement internal floating cover (IFC). Vecta were engaged to review the design of the proposed new IFC, on behalf of the Client, such that the fabrication drawings could be approved for construction

Scope

The scope of work included the following:

  • Confirm sizing of suspended PV vents, pressure balance valves, and air scoops in relation to operational vapour/air movement and pressure variations

  • Confirm IFC orientation, and potential impacts to existing tank ancillary equipment

  • Constructability review

Challenges

Ensuring a process of having the most up to date information at hand. Site inspection, measurement and assessment of existing tank equipment, within a continuously operating plant.

Solutions

  • Consistent client liaison and supplier contact ensured correct data

  • Detailed referencing of the specific standards (specifically API650 and API2000)

  • Implementation of the client specifications

  • Confirmation of site as-built dimensions

Outcomes

Evidence of minor deficiencies in some areas of the design were identified.  These items would have contributed to constructability issues with impacts on cost and time.  These items were reviewed and updated on the revised approved for construction drawings, prior to the commencement of fabrication.

Final outcome was that unnecessary costs and time impacts were avoided, and that the final design was compliant to the applicable standards and specifications.
