Completions and Commissioning
Vecta uses a refined gated completions and commissioning model to help ensure consistent and reliable start-up of your facility and avoid costly and time consuming failures of critical components.
Vecta employs personnel at all levels of the completions and commissioning organisational hierarchy and is ready to deploy some or all roles to your next project:
Vecta can supply a complete team to offer a turnkey completions and commissioning experience or integrate with an existing team to fill positions as necessary.
Handover Process
Mechanical Completion (MC) Certificate:
Issued by the constructor/turnaround management for the transfer of responsibility from Construction to Commissioning.
All work and allocated Mechanical Installation Test Procedures for the Sub-System have been completed
The Sub-system is ready for pre-commissioning activities to take place
All mechanical defects preventing commissioning (Punch A’s) are complete
Punch List Categorisation
A – Critical items in terms of safety or operability that must be completed before pre-commissioning.
B - Items allowed during pre-commissioning, they must be completed prior to Ready for Commissioning Certification.
C – Items allowed during commissioning; they must be completed prior to Ready for Operations.
D – Defects identified of a non-critical nature. To be added to operations’ maintenance system.
Ready for Commissioning (RFC) Certificate:
The System is ready for Commissioning activities to take place in a safe manner.
All pre-commissioning checks and Installation Test Procedures for the System have been completed
Risk and readiness review completed
Ready for Start-Up (RFSU) Certificate:
Each system has been commissioned to the extent possible without full operation.
Any outstanding “Punch C” work/exceptions will be documented on this certificate. This Certificate will state that the system is ready for start-up.
The system is ready for safe operation
A Pre-start safety review must be completed and actioned prior to full plant start-up
Ready for Operations (RFO) Certificate:
Transfer of responsibility between Commissioning and Operations, stating that:
All commissioning activities for all systems have been completed.
All related equipment functions in accordance with the Project specifications and requirements.
All changes have been registered and closed out.
All safety related and performance critical Punch-lists (A’s, B’s & C’s) have been cleared and closed out
Requirements of related Performance Standards have been met.

Vecta will work closely with your construction / turnaround team to ensure that work is completed as specified and handed over to the commissioning team in an agreed manner to ensure a smooth transition.

Commissioning Management Systems
Vecta uses an integrated completions & commissioning management system (CCMS) which keeps up to date information on:
Storage of reference data such as construction Inspection & Test Plans (ITP), Commissioning Field Test Plans (FTP), Project-specific requirements
Storage of Engineering documentation (engineering registers and loops and circuit drawings)
Sub-systemisation of plant assets are allocated as tagged items
Set up and management of punch list register and approval process for changes (e.g. changes to tag allocation to subsystems)
Creation of equipment specific ITR’s and other inspection documents
Vecta’s experienced supervisors and technicians will systematically assess all plant components to ensure their independent functionality during pre-commissioning.
